Job Purpose
The Director of Intellectual and Developmental Disabilities Services (IDDS) provides executive leadership, administration, and operational oversight for Catholic Charities of Philadelphia’s (CCoP) Intellectual and Developmental Disabilities Services pillar, including residential, community-based, day, respite, life sharing, and other related services for children and adults with intellectual and developmental disabilities and medically complex needs. This service continuum is carried out through Catholic Charities of Philadelphia’s developmental programs, including The Communities of Don Guanella and Divine Providence and St. Edmond’s Home for Children.
This role is responsible for the overall quality, regulatory compliance, strategic direction, fiscal stewardship, and performance of the division and ensures that services are delivered in a manner consistent with Catholic Charities of Philadelphia’s mission, Catholic social teaching, and the health, safety, dignity, and welfare of individuals served. The Executive Director works closely with senior leadership, program leadership, finance, human resources, clinical personnel, and external stakeholders to maintain strong systems of service delivery, regulatory readiness, staff support, and continuous quality improvement, grounded in the Catholic faith and guided by a servant leadership approach that prioritizes the needs of individuals served, families, and staff.
Duties and Responsibilities
Executive Leadership and Program Oversight
- Provide executive oversight of all IDDS programs, including campus-based, and community-based services, and ensure consistent, mission-driven leadership across the division, modeling servant leadership through accountability, support, and empowerment of program leaders and staff.
- Direct and support program leaders responsible for residential, ICF/IID, day, community, life sharing, respite, and related service lines, and establish clear expectations for operational performance, compliance, and service quality.
- Ensure that services are organized and managed to protect the health, safety, rights, dignity, and welfare of individuals served and to promote person-centered, high-quality supports and outcomes.
- Provide leadership in planning, implementing, evaluating, and improving programs and operational systems to support service quality, sustainability, growth, and responsiveness to the needs of individuals and families.
- Facilitate effective communication and reporting to the appropriate Board Service Committee and the Board of Catholic Charities.
Regulatory Compliance, Licensing, and Quality
- Maintain current knowledge of and ensure division-wide compliance with applicable federal, state, and local laws, regulations, and standards, including CMS ICF/IID Conditions of Participation, Pennsylvania Department of Human Services Office of Developmental Programs requirements, Pennsylvania Department of Health requirements, and applicable licensing regulations, including Chapters 6100, 6400, 6500, 6600, 2380, and 2390, as applicable to program operations.
- Ensure that systems of operation, policies, procedures, staffing structures, documentation practices, incident management, and quality management activities support ongoing compliance and regulatory readiness.
- Oversee preparation for and response to audits, complaint investigations, licensing inspections, certification reviews, and monitoring visits, including development and implementation of corrective action plans as needed.
- Serve as a senior liaison with county, state, and federal administrators, surveyors, monitors, and other regulatory or funding representatives, as appropriate.
Financial and Operational Management
- Provide executive oversight for divisional budgets, financial performance, and operational effectiveness in collaboration with Catholic Charities of Philadelphia Finance and other internal departments.
- Support the development, monitoring, and management of annual operating budgets, staffing plans, and program resources, and identify operational or financial risks requiring action.
- Promote strong coordination among program, fiscal, clinical, facilities, and administrative functions to ensure that services are adequately resourced and operational systems support quality and compliance.
- Identify opportunities for program development, service enhancement, and operational improvement consistent with organizational priorities, community needs, and funding realities.
Leadership, Workforce, and Collaboration
- Provide supervision, leadership, coaching, and accountability to direct reports and other divisional leaders to promote strong performance, consistency, and professional development.
- Demonstrate a servant leadership approach by supporting, developing, and removing barriers for leaders and staff to succeed.
- Partner with Human Resources and program leadership regarding workforce planning, recruitment, retention, succession planning, and personnel matters for management and program staff.
- Support a culture of respect, stewardship, collaboration, accountability, and service excellence across the division.
- Collaborate with internal leaders and external partners, including families, advocates, parishes, community organizations, funders, and government agencies, to support effective service delivery and positive outcomes for individuals served.
- Organizational Responsibilities
- Support the strategic goals and mission of Catholic Charities of Philadelphia and represent the division in internal and external meetings, initiatives, and planning efforts.
